My dear Stubbs,
In our recent conversation on the telephone you said that you were awaiting the observations of the Board on the
Ordinance for the University of Hong Kong and especially in connection with a petition. The papers which appear to be before us are those which accompanied Mr. Bertram Cox's letter of the 13th May (14022) as also those which accompanied Kr. Fiddes' letter of the 27th June (19807/1911). I do not see
any thing in the nature of a petition but perhaps you are referring to the papers which accompanied Mr. Fiddes' letter which are; en Ordinance to amend the University Ordinance 1911 and a report on
Ordinance No. 17 in 1911.,
I am very sorry to be such a nuisance about this but
the whole matter has been allowed here to get into such a muddle
that I am anxious to make sure that I have now before me all the
pepers that you have sent.
